Kansas lawmakers unsure sales tax should be in budget fix

Senate Democrats who joined conservatives last week in opposing the new bill said they feared it wouldn't generate enough additional revenue to balance the budget and increase state spending on schools by enough to satisfy a Kansas Supreme Court ruling.
Democrat Representative Geran Tarr of Anchorage said the senate version of the bill follows the lead of the house in stopping the unsustainable practice of the state paying cash to oil companies for tax credits. "Because if we don't do that, we're going to end up back here year after year going through the same process", Lynn said.
"We have in no way resolved what we want to spend on schools and my fear, just to speak rather bluntly, is that somebody's trying to basically get rid of exit paths", said Sen.
Members of the Senate tax committee seemed skeptical of the plan.
"I think we're moving in the right direction with this plan in a lot of ways", he said. The other bill would give people making more money, like himself, a tax break they don't need, and "the trickle down theory" that such breaks benefit the overall economy has been shown not to work, he said.

Supporters of the measure passed Friday in the House said it reflected a bipartisan effort, particularly on behalf of members of the House Finance Committee, and while it wasn't flawless, it was a good measure that delegates said was friendlier to low- and middle-income West Virginians than the Senate's proposal. "If they have to amend the bill next week after they are informed of its effects, then they will have a very hard time doing so given the fierce backlash over Trumpcare that we've seen in the days since passage". The bill would collect about $90 million in the first two years; the state faces a projected budget shortfall of about $900 million in those two years.
The Senate revenue bill offered a tiered system for assessing severance tax that would have had companies paying a lower rate on their producing during lean times, and a higher rate when revenues were higher. For one, the tax credits under the GOP bill are less generous for certain groups of people - particularly lower-income and older consumers - than the current Obamacare subsidies, meaning more people could have a harder time affording continuous coverage. Don't make your members sign on to a bill whose price tag they don't yet know but will need to defend soon enough. "It's not flawless. Are we going to be back here?" "This is a good thing that is long overdue".
The bill also leaves out the tiered severance tax pushed by Gov. Jim Justice and part of the Senate bill. The House's next floor session is scheduled for Tuesday at 4 p.m.
In crafting the bill in the House, Republicans worked to assure that the bill had no flaws, including the crossing of jurisdictional boundaries not named in reconciliation , or having it impact Social Security.
A similar dynamic could play out on the repeal of the interest deduction, which raises more than $1 trillion and helps pay for corporate tax rate reductions and the plan to incentivize investment.
